Joan Heishman Proper, Esquire
Joan Heishman Proper joined William B. Reichhardt & Associates in June of 2005 as a part-time paralegal. Ms. Proper graduated from Virginia Tech in 1994 with a B.A. in Liberal Arts and Sciences. She graduated from the University of Virginia with an M.Ed. in School Administration and Supervision in 2002, and from George Mason University School of Law, with a J.D., Cum Laude, in 2007. Upon receiving her law degree and passing the Virginia State Bar, Ms. Proper was promoted to associate.
After graduating from Virginia Tech, Ms. Proper was a teacher in the Diocese of Arlington for four years. During this time frame, she taught fourth, sixth, seventh, and eighth grades. From 1999-2004, Ms. Proper taught fifth grade in Fairfax County Public Schools. While she was a general education teacher, Ms. Proper taught students with a wide variety of special education needs.
Ms. Proper was admitted to the Virginia Bar in 2007 and is licensed to practice in the Virginia state courts and the Eastern District of Virginia. She is also a member of the Virginia State Bar, the Fairfax Bar Association, and the Virginia Women Attorneys Association. Ms. Proper practices primarily in the areas of education law, family law, juvenile law, and criminal law.
